Governor Otti started well in the health sector by repainting & re-equipping the Abia State Diagnostic Centre Umuahia. He went on to carry out the same exercise on the long-abandoned Abia State University Teaching Hospital Aba (ABSUTH). Before recovering the hospitals, he launched a free medical outreach in July 2023.

Governor Otti spent N11.5bn on the education sector in the 9 months of July 2023 to March 2024, according to the Budget Performance Reports published by his government on the state-owned website. N8.5bn of the funds was spent on capital projects in the sector, with N4.57 billion directly spent on the construction and rehabilitation of public schools. It is not clear what other capital projects in the education sector that the remaining N3.93bn was spent on.

In this article, the focus is on the allocation and utilization of funds by the government under Governor Otti in addressing the challenges faced in the Abia war zone.
